Victoria resident Paul Pritchard took this video footage of Polish immigrant Robert Dziekanski being tasered and killed by police at Vancouver International Airport on Oct. 14, 2007.

Robert Dziekanski, a Polish immigrant, died within minutes of falling to the ground and his death is now a homicide investigation. An RCMP training document on the use of force, which is available on CBC News, says a person must have the ability, intent and means to injure or kill someone before force is used to restrain them.

The video, and witnesses indicate that Robert did not have the intent to injure or kill, and the RCMP  tasered him after less than 30 seconds on the scene. RCMP officers should be charged with manslaughter.  They need to be held accountable, this incident should never occurred, something has to be done in order to prevent this from happening to someone else.  Come on Canada speak up!
